3 towns fail in road clearing campaign

THREE towns received failed ratings in the Department of Interior and Local Government’s (DILG) assessment and validation on the road clearing operation mandated by President Rodrigo Duterte.

DILG Pangasinan officer-in-charge Randy dela Rosa, in an interview Wednesday, said Tayug and Mangatarem received 65% rating, while Natividad got 60%.

“The DILG central office will issue show cause order to the three mayors and will be made to explain why they did not meet the standard and deadline set. The mayors will have the opportunity to explain why they got that rating,” he said.

Dela Rosa said a process will be observed before filing an administrative cases against the three town executives for their failed ratings.

He said if they have credible valid reasons, then their cases would be reconsidered.

The assessment and validation, according to Dela Rosa, were done based on five criteria set by DILG, namely: 1) There should be an ordinance or executive order or resolution prohibiting illegal obstructions on the road. 2) There should be an inventory of their roads; the baseline to identify roads that have obstructions. 3) They should have road clearing accomplishments based on the inventory of road obstructions. 4) There should be a grievance mechanism where the affected constituents could complain or ask for assistance. 5) There should be a displacement strategy, as to where they placed the affected residents,” he explained.

Dela Rosa admitted other towns and cities received low and medium compliance rating in accomplishment, ordinances/ resolutions/executive orders and displacement strategy but complied nonetheless.

He said the three did not have displacement strategy and ordinances or resolutions or executive orders.

Dela Rosa urged the towns that received low ratings for compliance to act and improve their compliance.

The next assessment and validation will be held in December this year, he added. (Helen Martin)
